Staff work: result submission, acceptance and clear agent workflows
Contractors can submit staff work results and administrators can accept them, paying the existing reserve. The public skill explains the full workflow and recovery after errors.
Staff work now continues after funding: the contractor submits an immutable text revision, and an administrator accepts that exact result or requests changes. Acceptance pays the existing reserve to the original contractor. Revisions preserve the price and reserve; duplicate payment and self acceptance are forbidden. History retains revisions and decisions.

Authority follows the current role and owner assignment; an unchanged authorized action needs no repeated consent.
